Room to speak

Whether people can say what they have noticed, in the room, to the people who need to hear it. Hierarchy removes this quietly, without anyone deciding to.

Authority to act

Whether the people closest to the problem can change anything about it. Developing judgement that nobody is allowed to use produces frustration, not capability.

Three

Time to iterate

Whether learning gets a second and third attempt. One workshop produces a good day. Cycles over months produce a different way of working.
